Google Takeout allows a person to create a custom archive of their Google product data in the form of a .ZIP, .TGZ or .TBZ.To create an archive, click on the Google profile picture in the top right while signed into a Google product, select Account>Data Tools>Select data to download.

Within the past week, students & staff have been running into issues regarding the download & viewing of several items that are stored and shared within Google Drive. The most common errors that are being seen read like the following message or look like the image below:"Sorry, you can't view or download this file at this time. Too many users have viewed or downloaded this file recently. Please try accessing the file again later. If the file you are trying to access is particularly large or is shared with many people, it may take up to 24 hours to be able to view or download the file. If you still can't access a file after 24 hours, contact your domain administrator."
This issue has been widely reported by other Google admins across the Nation (including myself) and I have been personally monitoring for any changes regarding how to fix this. As like most issues of this magnitude, we at the mercy of Google until it is resolved. If you have anyone experience the issue, please let them know that we are on top of the situation & that it is at the appropriate level for resolution. Thank you.
